For project areas of: Carver, Hennepin, Ramsey, Scott, and Washington Counties

Introduction:
Tobacco-Free Youth Recreation (TFYR), a program of the Association for Nonsmokers-Minnesota, (with funding from the Minnesota Department of Health) announces mini-grant funding for youth-led, adult-guided groups to partner with TFYR in the counties of Carver, Hennepin, Ramsey, Scott, and Washington to pursue comprehensive tobacco-free policies for outdoor recreation areas.

 The focus of this program is for TFYR and youth groups to form a partnership to create and promote outdoor tobacco-free environments in public park land such as playgrounds, athletic fields, picnic areas, golf courses, beaches, fair grounds, and campgrounds.  Park land could be city, county, regional, or privately-owned.

Purpose:
Is your community ready to join the rest of Minnesota in making their outdoor recreation areas and parks tobacco free?  The purpose of parks and outdoor open space is to promote community wellness, and tobacco-free policies fit with this idea. Children who see adults using tobacco in family-friendly places may think that tobacco use is acceptable and are more likely to mimic the behavior. Tobacco-free policies encourage youth to make healthy choices. The more tobacco-free environments a community provides, the fewer opportunities for youth to start smoking. Since 2001, TFYR has partnered with nearly 100 Minnesota communities to adopt tobacco-free policies for their park and recreation areas.

Responsibilities of Grantee:
Creating a tobacco-free park system requires the completion of the following activities:

·       Commitment of an adult to act as an advisor to the youth group

·       Training students to become advocates for tobacco-free parks

·       Working with youth to conduct a community assessment

·       Assisting youth in creating a policy request

·       Assisting youth in building support for the policy request

·       Helping youth prepare an educational presentation about tobacco-free parks

·       Coordinating the youth to give the presentation to governing boards

·       Assisting youth in thanking policy makers and promoting the newly-adopted policies

Training:
TFYR will provide training and materials free of charge to youth groups who are dedicated to working on this issue.  

Project Timeline:
A typical tobacco-free park policy initiative takes from three to eight months to complete.  

Funding Amounts:
A maximum request of $1,000 per application will be considered, assuming the amount requested is justified by the submitted action plan, and the group sees the project through to completion. Up to five youth groups will be funded in 2007. 

Deadline:
Applications will be reviewed a monthly basis, on the 15th of each month. Proposals will be considered until all funds are awarded.
